RGN vs Lowboy vs Step Deck vs Flatbed
Five trailers side by side from manufacturer spec sheets, and which of 24 excavators and dozers each keeps under 13 ft 6 in
Quick answer
What is the difference between an RGN, a lowboy and a step deck?
An RGN is a lowboy whose gooseneck detaches, so machines drive on over the front; fixed-neck lowboys such as Eager Beaver's 25 and 35 GLB load over a rear beavertail and ramps. A step deck has a fixed neck and a lower deck at 34–40 in loaded, against 14–24 in on the RGNs. That 10–26 in difference decides whether a machine stays under 13 ft 6 in.
Updated October 2026 by the HTS Logistics broker team (FMCSA MC# 1178470).
Each column in the first table is one manufacturer model, picked from the 83 we checked for our guide to heavy haul trailer types. Deck heights are loaded figures as the makers print them. Legal load height in the tables is 13 ft 6 in, or 14 ft where noted, minus the loaded deck height.
The inches matter. On a route held to 13 ft 6 in, a Cat 320 excavator (10 ft 4 in in transport position) is under the limit on a 34 in step deck and 2 1/2 in over it on a 40 in one, and a Cat 336 (12 ft 0 in) needs a low-profile RGN at 15 in or lower. HTS Logistics is a licensed broker (MC# 1178470); the carriers we book own the trailers, and we match the deck to the machine before booking.

Are RGN and lowboy trailers the same?
No: an RGN is one kind of lowboy, the kind whose gooseneck comes off. "Lowboy" covers any trailer that carries the load low behind a gooseneck, and the necks on the lowboys in our data come three ways:
- Fixed. The neck is part of the frame. Eager Beaver's 25 and 35 GLB load over a beavertail and ramps at the rear; XL's 80 Double Drop and Talbert's 30-55 FG are fixed-neck double drops.
- Removable (the RGN). XL's hydraulic neck "comes apart from the main deck" using the truck's wet kit or a motor, and its mechanical neck "offers weight savings over hydraulic." Trail King, XL, Fontaine, Talbert, Landoll, Eager Beaver and Rogers all build detachable-neck lowboys in our data.
- Folding. XL's hydraulic folding gooseneck does not detach: its front folds down at the hinge points to form a front loading ramp.
The neck type moves the deck height as much as the loading. Eager Beaver's fixed-neck GLB lowboys ride at 32–43 in loaded, the same band as a step deck, while the 18 RGNs with a published loaded height sit at 14–24 in. If a machine has to drive on and stands taller than 10 ft 10 in, a GLB-style lowboy cannot keep it legal at 13 ft 6 in; an RGN can, up to 11 ft 6 in on any of them and 12 ft 4 in on the lowest, Trail King's TKHD-S at 14 in.
Removing the neck takes a few steps the driver does on site: Talbert's operator's manual has the deck lowered to the ground, the lines disconnected and the truck pulled forward with the gooseneck, "moving straight ahead if possible to simplify re-attaching later." On non-ground-bearing designs (Fontaine's Workhorse and Magnitude, Talbert's SA series, XL's HDG) the detached neck's support bears on the truck frame, not the ground.
RGN vs step deck: which machines need the lower deck?
A machine needs an RGN once it is taller than a step deck can carry: 10 ft 2 in on a 40 in step deck and 10 ft 8 in on the lowest one we found, Trail King's TK80ACS-34. A 24 in RGN carries up to 11 ft 6 in and a 20 in RGN 11 ft 10 in. The table puts all 24 excavators and dozers from our equipment data on each of the four decks.

Loaded height is the OEM transport height plus the trailer's loaded deck height, rounded up to the 1/4 in. "Within 1 in" means under 13 ft 6 in by less than an inch, so the loaded rig gets measured. Weights are OEM shipping weights where published, otherwise operating weights. The Cat D11 height is an assembled upper bound, since Cat ships it as a bare chassis without tracks; the Cat 395 is shown fully assembled.
Of the 24, 8 clear 13 ft 6 in on the 40 in step deck, 12 on the 34 in step deck, 16 on the 24 in RGN and 18 on the 20 in RGN. Every machine that clears on a step deck also weighs less than the TK80ACS's 60,000 lb-in-10-ft rating (the heaviest, the Komatsu PC220LC-12, is 54,013 lb), so for these machines it is height, not weight, that moves the load from a step deck to an RGN.
The Komatsu PC490LC-11, the Cat 336 and the Cat 349 are over even at 20 in. A 15 in low-profile RGN such as the XL 110 HDGS or Rogers CN55DS, both rated 110,000 lb, keeps them under 13 ft 6 in. The Cat D10, Cat D11 and Cat 395 are over on every deck in our data as listed: they ship partly disassembled, and any piece still over the line needs a height permit. The bulldozer transport and excavator transport pages list what comes off each machine.
Step deck vs flatbed: is a step deck a flatbed?
A step deck, also sold as a drop deck, is an open-deck trailer in the flatbed family, but its main deck sits about 18 in lower. Utility's specification table lists both at 48 ft long and 102 in wide: the 4000S flatbed deck is 58 3/16 in high on a 47 in fifth wheel, while the 4000AE Drop Deck carries an 11 ft front deck at 59 5/8 in and drops 21 in to a 40 1/4 in rear deck.
| Item | Flatbed | Step deck |
|---|---|---|
| Deck height, Utility (47 in fifth wheel) | 58 3/16 in (4000S, 4000AE) | 40 1/4 in rear, 59 5/8 in front (4000AE Drop Deck) |
| Tallest legal load at 13 ft 6 in | 8 ft 7 3/4 in | 10 ft 1 3/4 in on the rear deck |
| Level deck on a 48 ft trailer | 48 ft | 38 ft rear deck behind a 10 ft front deck (Fontaine Revolution) |
| Utility rating | 80,000 lb evenly distributed; GVWR 73,000 lb | The same |
| Utility single-coil rating | Up to 57,000 lb (4000S) | 39,000 lb with 5 pairs of outriggers (4000AE Drop Deck) |
| Fontaine Revolution, all aluminum: empty weight | 8,348 lb (Revolution 52) | 8,600 lb |
| Fontaine Revolution: concentrated rating | 52,000 lb in 4 ft | 50,000 lb in 4 ft |
Is a step deck better? Pick it when the freight stands taller than 8 ft 7 3/4 in: the drop buys about 18 in of height. Pick the flatbed when the freight needs one level floor longer than the 38 ft lower deck, or when it is a heavy coil. Weight is close to a wash: Fontaine's aluminum step deck weighs 252 lb more than its Revolution 52 flatbed, and both carry an 80,000 lb frame rating.
Step deck empty weights in our data run from 8,600 lb (Fontaine Revolution, aluminum) to 18,770 lb (Landoll 930E, with a traveling tail), and every pound of trailer and tractor counts against the 80,000 lb gross before any freight does.
Lowboy vs double drop: what is the difference?
A double drop is a lowboy whose deck rises again over the rear axles, leaving a long well between the neck and the wheels. The double drops we checked have 29–34 ft wells at 12–22 in loaded. RGN decks run 23–28 ft at 14–24 in, and Eager Beaver's fixed-neck 25 and 35 GLB carry an 18 ft deck at 32 and 36 in.
The trade is rating for length. Makers rate the double drops at 30 to 55 tons, often evenly distributed (Fontaine's Renegade N18 at 40 tons evenly distributed, the 12 in Renegade N12 at 30 tons in 16 ft), against 35 to 80 tons for RGNs. Stretch versions extend the well to 50 ft (Fontaine Renegade XN20) and 59 ft 4 in (Trail King 80MED).
Use a double drop when the load needs more low deck than an RGN offers and weighs inside the well's rating; use an RGN when the machine is heavy or has to drive on over the front. Front loading is not only an RGN feature, though: Fontaine's Renegade N12 and N18 necks detach hydraulically and Trail King's 80MED neck mechanically.
Which trailer does the load need? Height and weight cutoffs
Work down this list with the machine's transport height and weight, using 13 ft 6 in as the limit (add 6 in where 14 ft is legal, as in California, Texas and 6 other states):
- Up to 8 ft 7 3/4 in: any of the five keeps it legal, and a flatbed gives the longest level deck.
- Over that, up to 10 ft 2 in: a step deck. Every step deck we checked (34–40 in loaded) is low enough.
- Over 10 ft 2 in, up to 10 ft 8 in: only a 34 in step deck such as the Trail King TK80ACS-34, or anything lower.
- Over 10 ft 8 in, up to 11 ft 6 in: an RGN or double drop. Every RGN with a published loaded height (14–24 in) is low enough.
- Over 11 ft 6 in, up to 12 ft 4 in: a low RGN: 11 ft 10 in at 20 in, 12 ft 3 in at 15 in (XL 110 HDGS, Rogers CN55DS), 12 ft 4 in at 14 in (Trail King TKHD-S).
- Over 12 ft 4 in, up to 12 ft 6 in: only a 12 in double drop well (Fontaine Renegade N12, XL 60 MFG mini-deck), rated 30 tons (60,000 lb).
- Over 12 ft 6 in: no trailer in our data keeps it under 13 ft 6 in. It needs a height permit in every state where it is over, the extra 6 in of a 14 ft state, or parts taken off.
- Over 80,000 lb: heavier than every step deck rating we found (35 to 40 tons), so it rides an RGN or lowboy rated above its weight (35 to 80 tons among the RGNs), on an overweight permit with the axles the permit calls for.
Then check the route: the oversize load checker compares a load's width, height and weight with each state's limits, and the legal load limits by state page explains them.
Book the trailer, or haul with HTS
Send the machine's make and model, or its shipping height, width and weight. We check it against the deck heights above for every state on the route, then book RGN, lowboy and step deck trucking with a carrier whose trailer fits.
Carriers running any of these five trailer types with at least $1 million auto liability, $1 million general liability and $100,000 cargo coverage can sign up to haul heavy haul loads with HTS.
RGN, lowboy, step deck and flatbed questions
Are RGN and lowboy the same?
Not exactly: every RGN is a lowboy, but not every lowboy is an RGN. RGN stands for removable gooseneck. Its neck unlocks, the deck lowers to the ground and the truck pulls the neck away, so a machine drives on over the front. Fixed-neck lowboys keep the neck attached; Eager Beaver's 25 and 35 GLB load over a beavertail and ramps at the rear and ride higher, at 32 and 36 in loaded.
What's the difference between an RGN and a step deck?
Deck height, loading and rating. The RGNs we checked carry the load 14–24 in off the road and load over the front once the neck comes off. A step deck keeps a fixed upper deck over the fifth wheel and a lower deck at 34–40 in. Under 13 ft 6 in, that means a machine of up to 10 ft 8 in on a step deck against 11 ft 6 in to 12 ft 4 in on an RGN, and ratings of 35–80 tons against 35–40.
Is a step deck considered a flatbed?
It belongs to the flatbed family of open-deck trailers, but it is built differently. Utility builds both 48 ft long and 102 in wide: the 4000S flatbed deck is 58 3/16 in high on a 47 in fifth wheel, while the 4000AE Drop Deck drops 21 in behind an 11 ft front deck to 40 1/4 in. That drop raises the tallest legal load from 8 ft 7 3/4 in to 10 ft 1 3/4 in under 13 ft 6 in.
Is a step deck better than a flatbed?
Only for freight that needs the height. The step deck's lower deck carries about 18 in more under 13 ft 6 in, but the flatbed keeps one level floor for its full 48 ft and, in Utility's line, a higher single-coil rating: up to 57,000 lb on the 4000S against 39,000 lb on the 4000AE Drop Deck. Empty weights are close: 8,348 lb for Fontaine's aluminum Revolution 52 flatbed, 8,600 lb for its step deck.
How much weight can a stepdeck haul?
The step decks we checked are rated 35 to 40 tons by their makers, for example 80,000 lb distributed and 60,000 lb in 10 ft on Trail King's TK80ACS, or 70,000 lb with 50,000 lb in 10 ft on Landoll's 930E. Legal payload is lower: 80,000 lb gross on the Interstate (23 CFR 658.17), minus the tractor and the trailer itself, unless each state on the route issues an overweight permit for a nondivisible load.
What is another name for a lowboy trailer?
Lowbed is one: Talbert sells its 35CC as a "close couple lowbed" and Fontaine lists its Magnitude detachables as lowbed trailers. Lowboys with a removable neck also go by RGN, removable gooseneck or detachable gooseneck; Trail King and XL call theirs HDG, for hydraulic detachable gooseneck, and Landoll files its 855 under "Detachable".
What is the difference between a lowboy and a double drop?
A double drop's deck steps down behind the neck and back up over the rear axles, so its low section is a well between two raised ends. The wells we checked are 29–34 ft long at 12–22 in loaded, longer than the 23–28 ft decks on RGNs. In exchange, double drops are rated 30–55 tons against 35–80 for RGNs, so the heaviest machines stay on an RGN or multi-axle lowboy.
