Port of New York and New Jersey Container Terminals

Port of New York and New Jersey Container Terminals

Maher, APM, PNCT, Port Liberty and Red Hook: Gates, Appointments, Free Time and Out-of-Gauge Rules

Quick answer

Which container terminals make up the Port of New York and New Jersey?

Six: Maher Terminals and APM Terminals Elizabeth in Elizabeth, NJ; Port Newark Container Terminal (PNCT) in Newark; Port Liberty Bayonne in Jersey City; Port Liberty New York on Staten Island; and Red Hook in Brooklyn, with a Ro-Ro and barge terminal in Port Newark. Only APM and Port Liberty Bayonne require truck appointments, and only Maher bills under its own tariff.

Updated October 2026 by the HTS Logistics broker team (FMCSA MC# 1178470).

How busy the port is, and why the terminal matters

This guide is the terminal reference behind our container drayage in New York and New Jersey. The port handled 8,897,531 TEUs in 2025, up 2.3%, of which 5,955,798 were loaded; through July 2026 it handled 5,193,435 TEUs, down 0.3% from the same months of 2025. Which terminal your box is discharged at decides the gate hours, whether the truck needs an appointment, how free time is counted and which tariff bills demurrage. Every detail below was checked in October 2026 on each terminal's own pages; where a terminal's pages disagree with each other, we say so instead of picking one.

In August 2026, 10,053 different trucks served the port out of 35,912 authorized in the Port Authority's Drayage Truck Registry, making 293,937 gate visits (PortTruckPass report). The Port Authority's own trucker page still lists older hours for some terminals, so the hours below come from each terminal.

FIRMS codes appear only where three published lists agree. For Maher, Port Liberty New York and Red Hook the Port Authority's list and the ocean lines' lists disagree, so get the code from the terminal or from CBP's Newark port office (port code 4601) before you file. Rates for each demurrage tier at both tariffs, with a worked example, are in our guide to how demurrage tiers are calculated.

What every truck needs to enter a NY/NJ terminal

The same credentials work at all six terminals; a missing one stops the truck at the in-gate kiosk.

Driver and truck credentials for Port of New York and New Jersey terminals
RequirementWhat it isCost or rule
TWIC card Issued by TSA under the Maritime Transportation Security Act; required to enter every Port Authority marine facility. TSA advises enrolling at least 60 days ahead because processing can take more than 45 days. $124 new, valid 5 years
SeaLink card The Port Authority's driver ID, issued after the TWIC at the Truck Service Center, 1160 McLester Street, Elizabeth (908-354-4044). $30
Class A CDL Required for every driver entering a container terminal. Issued by the driver's home state
Drayage Truck Registry Every Class 8 drayage truck must be registered through PortTruckPass before it can be read at a gate. New registrations since July 2, 2023 need an engine meeting EPA 2014 standards
RFID tag One tag per truck, bought in PortTruckPass and mounted on the driver's side mirror. A second tag causes a trouble ticket. "No tag = No entry"
APM safety induction Drivers complete APM Terminals Elizabeth's safety quiz in the Stowlog app, tied to their SeaLink number, before their first visit. APM only

The 2027 engine-year rule

Since July 2, 2023, only trucks with engines meeting EPA's 2014 model-year standard can newly register, and engines from 1998 or earlier are barred. PA-10 subrule 34-1140 extends the ban to engines from 1999 or earlier on May 1, 2027 and from 2000 or earlier on May 1, 2028. In August 2026 the registry held 586 authorized trucks with 1999 engines (88 worked that month) and 481 with 2000 engines (71 worked). If you hire your own trucker, ask for the tractor's engine year before May 2027.

Port charges: the Cargo Facility Charge and what NY/NJ does not bill

The Port Authority's Cargo Facility Charge is $14.80 per loaded TEU in 2026, up $0.75 (5.3%) from $14.05 in 2025, and $1.77 per vehicle. Containers longer than 40 ft count as two TEUs, and empties have been exempt since 2019. At leased berths the user of cargo-handling services owes it and the terminal operator collects it. Ocean lines recover it from cargo: Maersk bills a $15 per TEU "Port Facility Charge - Import" on New York/New Jersey imports from July 1, 2026, which it says covers terminal costs including the NY/NJ port facility charge.

There is no PierPASS-style off-peak fee here. PierPASS's Traffic Mitigation Fee and the Clean Truck Fund rate belong to Los Angeles and Long Beach, and neither the NYTC tariff, the Maher tariff nor PA-10 carries a traffic-mitigation or clean-truck fee. The NYTC tariff does add a $6.80 security charge per loaded container, billed to the ocean carrier.

Truck detention: when the terminal pays the trucker

NY/NJ terminal tariffs pay the trucker when a turn runs long. The clock starts at the first point of processing and stops when the truck leaves the out-gate. Weather, power failures and shortages of ocean-line equipment or chassis are excluded, and when a trouble ticket comes from a paperwork problem that pre-checking would have caught, the clock starts only once the ticket is resolved.

Terminal-paid truck detention under the NYTC and Maher tariffs
TariffFree time in the terminalPaymentClaim deadline
NYTC (APM, PNCT, Port Liberty, Red Hook) 150 minutes for a single move, 210 for a double move $12.50 per 15 minutes; nothing under 29 minutes; $73.52 fee for a false claim 30 calendar days
Maher 150 minutes single; 180 minutes for doubles processed 6 AM–noon, 210 for noon–7 PM $12.50 per 15 minutes; excludes OOG, reefers after 4 PM, weekend and holiday gates 7 calendar days

The charges run the other way too. Under the NYTC tariff effective October 5, 2026, a trucker pays $98.72 per trouble ticket, $126.37 for leaving without a final exit ticket, $94.67 for a missed appointment and $189.78 for a chassis change or for lifting a non-standard box on or off a chassis. Those land on the drayage invoice, which is why we confirm releases and the appointment before a carrier is dispatched.

How heavy can a container be when it leaves the port?

It depends on which road the truck is on. Inside Port Newark and Elizabeth the limit is 128,000 lb; the moment the truck turns onto a public New Jersey road it drops to 80,000 lb, or 90,000 lb with the annual container permit.

Container weight limits on Port Authority terminal roads, New Jersey roads and the Staten Island corridor
WhereLimitRule
Port Newark–Elizabeth marine terminal highways and the Doremus Avenue overweight route 128,000 lb gross, within the equipment maker's safe working load. Over 16 ft 3 in high or 11 ft wide needs approval from the Port Authority's Manager, Marine Terminals. PA-10 subrule 34-046; Port Authority facilities map
New Jersey public roads, no permit 80,000 lb gross, 34,000 lb per tandem axle, 22,400 lb per single axle. N.J.S.A. 39:3-84
New Jersey public roads with the annual ocean-borne container permit 90,000 lb gross, 38,000 lb per tandem, 56,400 lb per tri-axle. Sealed containers only, never oversize loads; $100 base fee, valid up to 365 days, original permit carried in the truck, and structures listed on the permit are off limits. N.J.A.C. 13:18-1.2(c)
Staten Island: Port Liberty New York to the Goethals Bridge 90,000 lb gross with the New Jersey annual permit plus an annual Port Authority approval letter (request it from [email protected] with the permit; 3–5 business days). NYC DOT rule, Port Liberty New York corridor sheet (February 2024)

NJDOT now issues the annual container permit on behalf of the Motor Vehicle Commission, through nj.gotpermits.com. Over 90,000 lb, or any load that is also oversize, the move needs single-trip permits under our New Jersey oversize and overweight permit rules; Port Liberty New York can lighten a heavy box or swing the cargo to a domestic trailer at its on-site warehouse instead. Flat racks and open tops have their own terminal windows and fees, covered on our page on out-of-gauge flat rack and open top moves.

Returning the empty container and chassis

Terminals post daily lists of which lines' empties they will take, by size. APM's table for October 19, 2026 showed Hapag-Lloyd, Maersk and Wan Hai receiving most sizes and ONE, ZIM and Hyundai not receiving; PNCT's list for the same day split MSC returns between PNCT and Marsh Street and sent ZIM's 20 ft dry boxes to Maher. Check the list the morning of the return, because a truck that arrives at a terminal not taking that line's empties has to go somewhere else.

At APM, every empty drop-off needs a TERMPoint appointment, the driver opens the doors for inspection before the kiosk, and outbound empties stop at lanes 4–11 for a roadability check. Port Liberty Bayonne will not take a bare chassis without management direction. Returning a New Jersey chassis to Port Liberty New York costs extra with two pools; the fees and pool rules are in our guide to chassis pools and return fees. Machines that arrive on Ro-Ro or breakbulk ships at Port Newark instead follow the steps for Ro-Ro and breakbulk pickups.

Port of NY and NJ terminal questions

Do I need an appointment to pick up a container at Port Newark or Port Elizabeth?

It depends on the terminal. APM Terminals Elizabeth requires a TERMPoint appointment for every move except out-of-gauge cargo, in 1-hour windows from 6 AM to 4 PM. Port Newark Container Terminal (PNCT) requires none. Maher Terminals publishes no truck appointment system. Across the harbor, Port Liberty Bayonne requires PortTruckPass appointments from 6 AM to 1 PM.

How do I check whether my container is available at a NY/NJ terminal?

Use the terminal's own system with the container or bill of lading number. Maher uses its Customer Service Package portal, PNCT its TOS Web Portal (with a free mobile version that needs no login), APM Terminals its Track & Trace page and a TERMPoint watchlist of up to 50 boxes, both Port Liberty terminals PortTruckPass, and Red Hook its Octopi portal. Each one shows release status and holds.

Is Port Liberty the same terminal as GCT Bayonne and GCT New York?

Yes. CMA CGM renamed the two terminals it bought on October 12, 2023: GCT Bayonne became Port Liberty Bayonne (302 Port Jersey Boulevard, Jersey City) and GCT New York, the former New York Container Terminal at Howland Hook, became Port Liberty New York (300 Western Avenue, Staten Island). Both bill under the New York Terminal Conference tariff.

What does a truck driver need to enter the Port of New York and New Jersey?

Five things: a Class A CDL, a TWIC card from TSA ($124, good for five years), the Port Authority's SeaLink card ($30), a truck registered in the Drayage Truck Registry through PortTruckPass, and one RFID tag on the driver's side mirror. APM Terminals Elizabeth adds its own safety induction, and from May 1, 2027 trucks with engines from 1999 or earlier are turned away.

What is the heaviest container a truck can take out of Port Newark?

On the Port Authority's terminal highways and the Doremus Avenue overweight route, 128,000 lb gross. On public New Jersey roads, 80,000 lb without a permit or 90,000 lb for a sealed container under the annual ocean-borne container permit, with 56,400 lb allowed on a tri-axle. Anything heavier needs a single-trip permit, or it has to be lightened before it leaves.

Does the Port of New York and New Jersey charge a PierPASS fee?

No. PierPASS's Traffic Mitigation Fee and the Clean Truck Fund rate are Los Angeles and Long Beach programs, and neither NY/NJ terminal tariff carries an off-peak fee. The port-wide charge here is the Port Authority's Cargo Facility Charge, $14.80 per loaded TEU in 2026, collected by the terminal; Maersk, for one, recovers it and other terminal costs through a $15 per TEU import charge.

Who pays when a truck waits too long inside a NY/NJ terminal?

The terminal. Under the NYTC tariff a terminal pays the trucker $12.50 per 15 minutes once a single move passes 150 minutes or a double move 210 minutes, with no payment under 29 minutes and claims due within 30 days. Maher's tariff uses the same rate with 150 minutes for single moves and a 7-day claim window.
