New York Oversize Permits

New York Oversize Permits

NYSDOT, Thruway, NYC DOT, MTA and Port Authority Rules in One Place

Quick answer

How do you get an oversize permit in New York?

Most New York oversize permits come from the NYSDOT Central Permit Office through its online HOOCS system, and a single trip permit costs a flat $40. That permit is valid only on NYSDOT highways. The Thruway, the NYS Bridge Authority, New York City ($35 per leg) and county or town road owners each issue their own, and Port Authority crossings require a police escort.

Updated October 2026 by the HTS Logistics broker team (FMCSA MC# 1178470).

Who Issues Oversize Permits in New York?

New York splits permit authority by road owner. A NYSDOT Special Hauling permit is valid only on highways under NYSDOT jurisdiction, and NYSDOT's PERM 30 points carriers to separate permits from the Thruway Authority, the NYS Bridge Authority, NYC DOT, and county, town, city or village road owners. A move from upstate into Brooklyn can need several of them, plus crossing approvals that are not permits at all.

HTS Logistics is a licensed freight broker (MC# 1178470), not a permit office. On the moves we arrange, permits and escorts are coordinated through the carrier and its permit service, and current requirements are confirmed with the issuing agency.

Which NYSDOT Permit Types Apply to Oversize Equipment?

The general permit for a one-time move of a non-divisible load is the Type 1 single trip permit. Unlike the Thruway, NYSDOT adds no weight or mileage surcharge: the trip fee is the same $40 whether the load is 9 ft wide or 190,000 lb. Loads past the Type 1 limits move as Type 1S superloads.

NYSDOT Special Hauling permit types, limits and fees
Permit Covers NYSDOT fee
Type 1 single trip Non-divisible loads up to 16 ft 0 in wide, 160 ft 0 in long, 15 ft 11 in high and 199,999 lb. Valid for 5 permissible hauling days. $40, plus $10 for the one allowed amendment (which can include a one-time extension of up to 5 more days)
Type 1S superload Any load beyond the Type 1 limits. $40, plus $10 per amendment, plus a bond (see the superload section)
Annual blanket permits Repeat hauling under an annual permit. $360 (Types 4, 24A, 24E); $750 (Type 24B); $900 (Type 24C)

Rules that come with every NYSDOT permit

  • NYSDOT will not issue a permit for a load that can be reduced to legal size or weight.
  • Front overhang is limited to 15 ft. Rear overhang is limited to one third of the load's length, with two thirds of the load resting on the bed.
  • Permitted vehicles travel at least 2,000 ft apart, at no more than 55 mph unless the permit says otherwise.
  • No travel when visibility is under 1,000 ft, or when rain, sleet, snow, ice, fog, flood or wind make the road hazardous.
  • A permit never authorizes exceeding a posted road or bridge limit.
  • After hours, emergency trip permits go through the state's STICC desk at (518) 457-3765, staffed 24 hours.

New York Oversize and Overweight Rules

In New York, a load needs an oversize or overweight permit when it goes past the legal limits below. Permits come from NYSDOT Central Permit Office. Summary checked October 2026 against the official sources listed at the end of this section.

New York legal limits without a permit
Legal limit (no permit) New York
Width 8 ft 6 in on Qualifying/Access Highways (8 ft on NYC streets)
Height 13 ft 6 in
Length 53 ft semitrailer on Qualifying/Access Highways; 48 ft elsewhere
Weight 80,000 lb gross; 22,400 lb single axle; 36,000 lb tandem

Permit office

NYSDOT Central Permit Office

System: HOOCS (Highway Oversize Overweight Credentialing System)

Phone: (888) 783-1685, option 2

Single-trip permit fee

NYSDOT single trip (Type 1) is a flat $40 plus $10 per amendment, with no weight or mileage surcharge; superloads pay the same $40 but must post a bond.

Escort and pilot car triggers

  • Over 12 ft wide, 80 ft or longer, 14 ft or higher, or over 10 ft of overhang: NYS Certified Escort, in front on two-lane roads and at the rear on roads with more than two lanes.
  • 14 ft or higher: the front escort carries a height pole set 3 in above the load (6 in if the load is over 12 ft wide) and runs 3,000 ft ahead.
  • Over 16 ft wide or 100 ft+ long on two-lane roads, or 18 ft+ wide or 160 ft+ long on four-lane roads: three certified escorts, two front and one rear.
  • Superloads (over 16 ft wide, 16 ft or higher, over 160 ft long, or 200,000 lb or more): police escort on top of certified escorts; contact police 2+ business days ahead.
  • Every escort must be NYS certified regardless of home state: age 21+, a valid license and a passed NYS DMV written test ($40).

When permitted loads can move

  • Daylight only by default: Monday–Friday, 1/2 hour before sunrise to 1/2 hour after sunset. Overweight-only moves within 125% of legal weight that keep up with traffic may run 24/7.
  • No Sunday travel. Saturday until 12 noon only for loads within 12 ft wide, 85 ft long and legal height that can hold normal speed.
  • Night travel only if the permit authorizes it; it may be allowed on request in Westchester, Rockland, Dutchess, Putnam, Orange, Nassau and Suffolk counties.
  • Holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas, with no travel after 12 noon on the weekday before each of the last five.
  • No travel 7–9 AM or 4–6 PM statewide for loads 100 ft or longer; city curfews start lower (Binghamton over 10 ft wide or 72 ft long; Utica and Amsterdam over 12 ft wide).

New York-specific rules

  • NYS Thruway needs its own permit (ordered in HOOCS) over 80,000 lb, 8 ft 6 in wide or 65 ft long; NYSDOT trip permits are not valid on it. Fee: $21 base ($3 for trips only south of Woodbury) plus $0.03–$0.08 per overweight ton per mile.
  • Thruway mainline and Gov. Mario M. Cuomo (Tappan Zee) Bridge: 12 ft 6 in max width. Loads 12 ft 7 in to 13 ft wide may use only I-87 from Exit 15 (Suffern) to Exit 1 (Yonkers), not the bridge.
  • NYC DOT: a separate $35 Daily Over Dimensional permit for each leg (one in, one out) when over 13 ft 6 in high, 8 ft wide, 55 ft combination (35 ft single unit) or 80,000 lb; allow 48 hours.
  • Parkways: OS/OW vehicles are normally barred (some Long Island parkways have low arch bridges built to block trucks). Parkway routing needs written approval before applying; Long Island: NYSDOT Region 10, (631) 952-6020.
  • Port Authority crossings (GWB, Lincoln, Holland, Goethals, Outerbridge, Bayonne): every oversize load needs a Port Authority Police escort and a call to the facility desk first; the toll is doubled plus a $40 escort fee.
  • Suffolk County requires its own Trip Permit on county roads for vehicles over 80 ft long or 12 ft wide; get the NYSDOT permit first, then submit it to Suffolk at (631) 852-4100.

Check before you rely on these

  • NYC DOT time-of-day rules for oversize permits could not be confirmed from any published NYC page; follow the issued permit.
  • The Thruway's 2026 holiday schedule conflicts with NYSDOT's (it allows New Year's Day travel and runs Christmas to Dec 28); confirm with the Thruway.
  • The width escort trigger reads 'over 12 ft' in the regulation but '12 ft or more' on the DMV page.

When Does a New York Oversize Load Need Escorts or a Height Pole?

Escort requirements in New York follow the load's dimensions and the type of road, and every escort must be a NYS Certified Escort, whatever state the driver is from. On NYSDOT highways:

NYSDOT escort, height pole and police escort triggers
Load Escort requirement
Over 12 ft wide, 80 ft or longer, 14 ft or higher, over 10 ft of overhang, slow-moving, or under a bridge speed restriction One certified escort: in front on two-lane highways, at the rear on highways with more than two lanes, and both where both rules apply. Escorts run about 1,000 ft from the load.
14 ft or higher The front escort carries a height pole set 3 in above the load (6 in above if the load is wider than 12 ft) and runs 3,000 ft ahead. Every front escort on an over-height move carries a measuring device, and the route survey must show that no part of the move comes within 3 in of any overhead object.
Over 16 ft wide or 100 ft or longer on two-lane roads; 18 ft or wider or 160 ft or longer on four-lane roads Three certified escorts, two in front and one at the rear. Two are enough for a load 160 ft or longer that travels only on interstates.
Over 160 ft long, over 16 ft wide, over 200,000 lb, 16 ft or higher, or required to cross a structure on its centerline A police escort on top of the certified escorts. For superloads, police are contacted at least 2 business days before the move.

Escorts on the Thruway

The Thruway sets its own escort table (TAP-623), and certified escorts may not stop traffic on Thruway highways.

NYS Thruway escort requirements by load size
Thruway load Escort
Width 12 ft 1 in to 12 ft 6 in Rear certified escort; daylight only
Length 80 ft to 99 ft 11 in Rear certified escort
Length 100 ft to 199 ft 11 in Front and rear certified escorts
Length 200 ft or more New York State Police escort
Overhang 10 ft to 15 ft Rear escort, plus a front escort if the front overhang is over 10 ft

State Police also escort Thruway loads that must cross a bridge on its centerline or at 5 mph, with at least 48 hours of notice, and State Police must inspect vehicles over 200,000 lb, 16 ft wide or 200 ft long.

What NYS escort certification requires

An escort driver must be 21 or older, hold a valid license and pass the NYS DMV written test (70 percent to pass, $40 fee); a 60-day interim certificate is issued on passing, and renewal is $40. The escort vehicle needs a wheelbase of at least 100 in, an amber light bar 43 to 52 in long, an OVERSIZE LOAD sign at least 5 ft by 12 in, and NYS Certified Escort insignia on both sides. NYC DOT requires NYS Certified Escorts inside the five boroughs as well.

New York's rule is stricter than most: New Jersey, Ohio, Illinois and Texas have no escort-driver certification at all, so a crew that escorts legally to the state line may not be allowed past it. The state-by-state comparison is on our pilot car requirements by state page.

What Makes a New York Load a Superload?

A load becomes a Type 1S superload when it is over 16 ft wide, 16 ft high or more (anything over 15 ft 11 in), over 160 ft long, or 200,000 lb or more. The permit fee stays at $40, but the paperwork and the planning grow:

  • A police escort on every superload, arranged at least 2 business days ahead.
  • A route survey with utility arrangements when the load is 14 ft or higher.
  • At 15 ft or higher, where a traffic signal is within 3 in of the load height, an NYSDOT-acceptable signal contractor with a bucket truck goes with the move.
  • A Traffic Control Plan may be required at 18 ft wide or more.
  • Letters from each municipality on the route, a bond, and the manufacturer's certification that the load is non-divisible.
  • For bids or feasibility checks, NYSDOT suggests filing a Perm 12 pre-approval form before the move is sold.
NYSDOT superload bond amounts
Superload condition Bond
Height 16 ft to under 17 ft $10,000
Height 17 ft or more $30,000
Width over 16 ft $10,000
Length over 160 ft $10,000
Weight 200,000 to under 300,000 lb $10,000
Weight 300,000 to under 400,000 lb $20,000
Weight over 400,000 lb $50,000

Bonds add up

When more than one condition applies, the bond amounts are added together. A load 17 ft high and 17 ft wide, for example, carries $30,000 for height plus $10,000 for width. Superloads on Suffolk County roads also need a county pre-approval letter.

When Can Permitted Loads Travel in New York?

The rules summary above gives the defaults: weekday daylight, Saturday mornings only for smaller loads, no Sundays, and nights only when the permit allows it. Three more layers decide the real schedule: rush-hour curfews, the Thruway's own hours and the holiday calendar.

Rush-hour curfews: no travel 7 to 9 AM or 4 to 6 PM

New York rush-hour curfews for permitted loads by area
Area Curfew applies to
Statewide Loads 100 ft or longer (one section of the escort manual also lists loads 16 ft or wider and over 14 ft high)
Business Districts (as defined in the VTL) Loads 14 ft or wider, 90 ft or longer, or 14 ft or higher
Binghamton Over 10 ft wide or over 72 ft long
Within 10 miles of Syracuse Over 10 ft wide or over 85 ft long
Hudson, Kingston, Newburgh and Poughkeepsie Over 11 ft wide
Utica and Amsterdam Over 12 ft wide; police must be contacted before the move
I-787, I-90 and I-87 in Albany and Rensselaer counties Over 13 ft wide

Bypass routes must be used where they exist. We could not confirm a published NYSDOT curfew specific to Long Island or the New York City region, or any NYC DOT time-of-day rule for oversize permits. On those moves, the conditions printed on the permit control.

Thruway travel hours

  • Permitted vehicles of legal dimensions up to 100,000 lb may travel 24 hours a day, 7 days a week.
  • Loads 8 ft 7 in to 12 ft wide, 65 ft 1 in to 79 ft 11 in long, or with 4 ft to 9 ft 11 in of overhang have no nighttime restriction. Anything larger is daylight only.
  • No Saturday or Sunday travel for loads over legal dimensions or over 100,000 lb.
  • Speed-restricted vehicles may not travel 7 to 9 AM or 4 to 6 PM.

  • On Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday and Columbus Day, only manufactured and modular homes over 14 ft wide are barred (2026 Mondays: Jan 19, Feb 16 and Oct 12).
  • The Thruway publishes its own 2026 schedule, which differs from NYSDOT's: it allows New Year's Day travel and runs the Christmas blackout to Mon Dec 28. That document also contains date errors, so Thruway legs are confirmed with the Thruway.

How Is the NYS Thruway Permit Different?

The Thruway is its own permit jurisdiction. NYSDOT trip, annual and radius permits are not valid on it (only NYSDOT Divisible Load permits are honored), so a Thruway leg needs a Thruway Special Hauling permit, ordered in the same HOOCS system. Each permit covers one direction, and the trip can be interrupted for no more than 24 hours.

A Thruway permit is required for loads over 80,000 lb, over 8 ft 6 in wide or over 65 ft long, with 4 ft or more of overhang, for straight trucks over 40 ft, and for buses and self-propelled vehicles over 45 ft. The Thruway lists 13 ft 6 in as its maximum height; loads 13 ft 7 in to 16 ft high may use only the section from the Pennsylvania line to Shortman Road.

Width tops out at 12 ft 6 in on the mainline and on the Gov. Mario M. Cuomo (Tappan Zee) Bridge. Loads 12 ft 7 in to 13 ft wide are limited to I-87 between Exit 15 (Suffern) and Exit 1 (Yonkers), and may not use the bridge. Exits 7A (Saw Mill River Parkway) and 13 (Palisades Parkway) do not allow commercial vehicles.

NYS Thruway special hauling permit fees
Thruway fee (TAP-623) Amount
Base fee: trips north of Woodbury, or system-wide $21.00
Base fee: trips only south of Woodbury, I-287 or I-95 $3.00
Overweight surcharge, 80,001 to 100,000 lb $0.03 per overweight ton per mile
Overweight surcharge, 100,001 to 110,000 lb $0.05 per overweight ton per mile
Overweight surcharge, 110,001 lb and up $0.08 per overweight ton per mile

What Does an NYC Oversize Permit Require?

Inside the five boroughs, NYC DOT sets its own limits and issues its own permits; a NYSDOT permit does not cover city streets. Under the city's traffic rules (34 RCNY 4-15), the legal width is 8 ft, the height 13 ft 6 in, a single unit 35 ft and a combination 55 ft, with 80,000 lb gross. Vehicles operating under the federal STAA rules on designated routes are exempt from those city size limits.

A non-divisible load over the city limits needs a Daily Over Dimensional Vehicle permit for each leg of the trip, one into the city and one out. Each permit costs $35, covers one trip, and needs 48 hours of lead time after NYC DOT receives the application and payment. Carriers apply online through ODVP, or by mail to the NYC DOT Division of Bridges Truck Unit at 55 Water St, paying by certified bank check or money order. Escorted loads must use NYS Certified Escorts.

Trucks must stay on the city's truck route network: Through Truck Routes when neither the origin nor the destination is in the borough, and Local Truck Routes to reach a delivery, leaving the network only at the intersection nearest the destination. Drivers carry a bill of lading or similar document showing origin and destination. NYC DOT changed parts of the truck route network effective October 4, 2026, so routes planned from older maps need a recheck.

Commercial vehicles are barred from New York City parkways, including the Belt, Bronx River, Cross Island, FDR Drive, Grand Central, Henry Hudson, Harlem River Drive, Hutchinson River, Jackie Robinson, Korean War Veterans, Mosholu and Pelham.

Not confirmed: NYC travel hours

We found no published citywide time-of-day rule for oversize permits. The NYC DOT application asks for hours of operation, and NYC DOT can set the route and other restrictions on each permit, so the permit itself is the schedule.

How Do MTA and Port Authority Crossings Handle Oversize Loads?

MTA Bridges and Tunnels

The MTA does not issue its own oversize permit. Non-divisible loads over 80,000 lb, outside the state bridge formula, or wider than 9 ft 6 in get the NYC DOT daily permit, and vehicles past the MTA's width limits (8 ft 6 in in tunnels, 9 ft 6 in on bridges) or its posted height or weight must apply for a night crossing permit. State Divisible Load permits are not valid on MTA crossings, and since May 26, 2026 the MTA's TBTA issues Divisible Load Permits only to annual NYCDOT permit holders.

Trucks are banned from the Henry Hudson Bridge at all times, and hazardous materials are barred from the Queens Midtown and Hugh L. Carey tunnels. The MTA warns that fines for non-compliance may exceed $10,000. Special handling requests go to [email protected]; MTA and NYC DOT pages list different phone numbers for the same office, so email is the dependable contact.

Port Authority of New York and New Jersey

Every oversize vehicle on a Port Authority crossing needs a Port Authority Police escort. At least two days before the trip, the driver or carrier calls the facility's 24/7 Communications Desk for the manager's permission: George Washington Bridge (201) 346-4100, Lincoln Tunnel (201) 617-8115, Holland Tunnel (201) 360-5000, and Goethals, Outerbridge and Bayonne (718) 390-2502.

The oversize toll is double the regular truck toll, plus a $40 escort fee; an off-site inspection costs $25 plus costs. For scale, the 2026 five-axle truck toll runs from $100.85 (weekday overnight E-ZPass) to $128.35 (Tolls by Mail), collected New York-bound only. Axle limits on the Port Authority bridges are 20,000 lb per single axle and 34,000 lb per tandem, below New York State's 22,400 lb and 36,000 lb.

Goethals and Outerbridge accept over-dimensional trucks with the manager's permission, Bayonne accepts oversize with permission, and every truck on the George Washington Bridge must use the upper level. Posted heights and widths for each crossing between Long Island and the mainland are in the table on our Long Island heavy equipment transport page.

Can Oversize Loads Use New York Parkways?

Normally, no. NYSDOT Special Hauling Notices 12-01 and 14-01 bar oversize and overweight vehicles from parkways, with two exceptions: work on the parkway itself, or a parkway that is the only access to a pickup or delivery point. Even then, written approval from the parkway's agency must be in hand before the NYSDOT application is filed, or NYSDOT disapproves the application.

Hudson Valley parkways NYSDOT Region 8 TMC (914) 742-6004

Long Island adds a physical barrier to the legal one, with low arch bridges built to keep trucks out. The island's truck routes, the 53 ft corridor through the city, bridge-strike penalties and ferry options are covered on our Long Island equipment transport page.

Does New York Have Frost Laws or Seasonal Limits?

We found no statewide spring-thaw program on any NYSDOT permit page we reviewed. The power is local: under VTL 1660, a town can temporarily exclude vehicles over 4 tons gross from a town highway that would be materially damaged, once signs are posted and a newspaper notice runs. Because a permit never overrides a posted road or bridge limit, local postings are checked on each route.

Other route restrictions to plan around

  • Finger Lakes: trucks with trailers 45 ft or longer moving under a Special Hauling or Divisible Load permit may not use designated segments of NY 79, 41, 90, 41A, 96, 89 and 38 in Tioga, Tompkins, Cortland, Onondaga, Cayuga and Seneca counties. Exceptions cover local pickup or delivery, perishable goods, a route at least 25 miles shorter, a hardship waiver or an emergency. Violations can lead to permit revocation and a civil penalty.
  • NYS Bridge Authority crossings need their own permit, and the Mid-Hudson Bridge is posted at 50 tons.
  • Suffolk County reviews county bridges separately from its trip permit.

How a New York Permitted Move Is Planned, Step by Step

This is how a permitted move through New York comes together from the broker's side. The carrier hauls the load; HTS Logistics plans the move and coordinates permits and escorts through the carrier and its permit service.

  1. 1

Measure the load as it will ride

We collect the machine's weight and dimensions with its attachments, then work out loaded height from the road, width, length, overhang and axle weights on the trailer the carrier proposes. Because NYSDOT will not permit a load that can be reduced to legal size, removable parts are settled before anything is filed.

  2. 2

Match the trailer and the carrier

Deck height can decide whether a load stays within the 13 ft 6 in legal height, and whether it reaches 14 ft, where height-pole escorts and a route survey come in. We book a licensed carrier whose authority, insurance and equipment fit the load.

  3. 3

List every road owner on the route

NYSDOT, the Thruway, the Bridge Authority, NYC DOT, the MTA, the Port Authority, counties such as Suffolk, and towns each grant their own permit or approval. A permit from one owner does not carry over to the next.

  4. 4

Clear the approvals that must come first

Parkway approval comes before the NYSDOT application. Suffolk County issues its permit only after the NYSDOT permit. Superloads need municipal letters, a bond and a non-divisibility certification, and NYSDOT suggests a Perm 12 pre-approval for bids and feasibility checks.

  5. 5

    File the permits

The carrier or its permit service files in HOOCS, which is reached through an OSCAR account with a USDOT number or a NY.gov ID. NYC DOT needs 48 hours after it receives the application and payment, and Port Authority desks need a call at least two days ahead.

  6. 6

    Book certified escorts and police

Escorts must be NYS certified whatever their home state. Height-pole, three-escort and police-escort requirements follow the load's dimensions and road types, and superload police escorts are arranged at least 2 business days out.

  7. 7

    Schedule inside the travel windows

Weekday daylight hours, Saturday-morning eligibility, holiday blackouts, city curfews and the Thruway's weekend ban all shape the dispatch date. A trip permit covers 5 permissible hauling days.

  8. 8

Run the move and handle changes

The driver follows the permitted route exactly and escorts keep their positions. If the date slips, the one allowed amendment ($10) can extend the permit by up to 5 days. We keep the shipper updated from pickup to delivery.

For the general mechanics behind these steps, read how oversize permits work. Trailer choice and pricing are covered in heavy haul transport and the heavy equipment transport cost guide, and our New York heavy haul page covers markets across the state.
