Vermont Oversize and Overweight Permits
DMV Commercial Vehicle Operations permits, engineering inspection fees, escort and weekend rules, town highway limits and posted roads
Quick answer
How do I get a Vermont oversize permit?
Order it in VT Haul Pass, the online system of the Vermont DMV's Commercial Vehicle Operations unit in Montpelier. A single-trip overweight, overwidth, overheight or indivisible-overlength permit costs $48 and is valid 7 business days (23 V.S.A. 1402). DMV covers State highways and class 1 town highways; overweight moves on class 2–4 town highways need the town's own permit.
Updated October 2026 by the HTS Logistics broker team (FMCSA MC# 1178470).
Checked October 2026; the issued permit controls
Set against the rest of our oversize permits by state guide, Vermont is loose on length and tight on town roads. A truck with a trailer may run 75 ft overall off the National Network without a permit (23 V.S.A. 1432(a)), yet class 2, 3 and 4 town highways carry only 24,000 lb gross unless the town posts State limits (1392(2)), so an overweight delivery that leaves the State system for a class 2–4 town road needs the town's permit as well as DMV's (1400a).
For heavy haul shipments into Vermont, HTS Logistics acts as the broker (MC 1178470) and the booked carrier does the hauling. Our part is the paperwork: we order the VT Haul Pass permit, find the town's permit contact on the list DMV keeps under 1400b, and check whether the load needs an engineering inspection, which can take up to 10 working days. Vermont considers a load off the direct route through the state only when another state on that route has denied it in writing (CVO-110).
Legal limits in Vermont
Vermont writes two weight tables into statute. Off the Interstate a single axle carries 22,400 lb and a tandem 36,000 lb, each with a 10% tolerance; on the Interstate the limits are 20,000 lb and 34,000 lb with no tolerance (23 V.S.A. 1391). Gross weight follows the 1392(4) axle-spacing table up to 80,000 lb, and our guide to legal load limits sets those figures against the federal ones.
| Limit | Vermont | Federal baseline | Notes |
|---|---|---|---|
| Width | 8 ft 6 in | 8 ft 6 in (102 in) on the National Network | Vehicle and load; Commissioner-approved safety devices up to 3 in per side excluded (1431(a)) |
| Height | 13 ft 6 in | No federal limit | 1431(a); no escort trigger is published for height, and loads over 14 ft need an engineering inspection (CVO-110) |
| Semitrailer length | 53 ft | States must allow at least 48 ft | 53 ft on the Interstate, National Network highways and roads within 1 mile of the Interstate, with no overall limit; elsewhere 75 ft overall and a 41 ft kingpin; single vehicle 46 ft; US 4 from New Hampshire to VT 100S, 68–72 ft |
| Gross weight | 80,000 lb | 80,000 lb | 1392(4) axle-spacing table; a $458 special annual permit allows 90,000 lb on 5+ axle combinations on designated State highways, not the Interstate |
| Single axle | 22,400 lb | 20,000 lb | Off the Interstate, with a 10% tolerance; 20,000 lb on the Interstate with none; 600 lb per inch of tire width (1391) |
| Tandem axle | 36,000 lb | 34,000 lb | Off the Interstate, with a 10% tolerance; 34,000 lb on the Interstate |

When Vermont requires a permit and how to get one
The DMV Commissioner issues permits for State highways and class 1 town highways (23 V.S.A. 1400(a)), and for oversize-only moves within blanket-permit dimensions on class 2–4 town highways (1400(c)). Overweight moves on class 2–4 town highways, and oversize moves there beyond blanket dimensions, need the municipality's permit (1400a; DMV Rule 14-050-019), and out-of-state vehicles get overweight permits only if their home jurisdiction reciprocates (1400(e)).
CVO-110, DMV's permit rules booklet dated 07/2022, still says applications come mainly by fax or permit service, but DMV now sends carriers to VT Haul Pass, which also handles after-hours emergency moves and shows road and bridge restrictions while it routes. DMV screens weight requests up to 150,000 lb itself when no dual-wheel axle carries more than 20,000 lb and no single-wheel steering axle more than 12,000 lb; heavier configurations are denied or sent to engineering review (DMV Single Trip Permit page).

The inspection fee applies when AOT considers a load excessive enough to need one.
Escort and pilot car rules in Vermont
DMV Rule 14-050-019 and CVO-110 put an escort on any load 12 ft wide, 80 ft long or with 15 ft of overhang, ahead of it on undivided highways and behind it on divided ones. Past that the Commissioner decides: no dimension triggers are published for a second escort, a height escort or a police escort, and Vermont certifies no escort drivers, unlike the certifying states in our state-by-state pilot car guide.
| Load | Escort requirement |
|---|---|
| 12 ft wide or more | 1 escort: ahead on undivided highways, behind on divided highways |
| 80 ft long or more | 1 escort |
| Overhang of 15 ft or more | 1 escort |
| Second escort, height escort or police escort | No published triggers; the Commissioner may require two or more escorts and one or more police escorts |
| Police escort duties | Keep the move within the permit, control oncoming traffic, review the permit orally with the drivers and keep radio contact; in an emergency it calls CVO (802-828-2064) or State Police dispatch |
| Highway entries, exits and limited sight distance | Flaggers in reflective vests may be required |
| Permitted vehicles traveling together | At least 1,000 ft apart |
A Vermont escort is at least compact-car size with two-way radio contact to the load, a flashing amber light above its highest point or lights visible 360 degrees, and low beams on. Its OVERSIZE LOAD sign, 5 ft by 12 in or larger and lettered in 10 in black on yellow, goes on the front of a leading escort and the rear of a following one, and is covered or removed when not escorting.
Travel times, curfews and holidays
Over-width, over-length and over-height loads travel in a window starting 30 minutes before sunrise and ending 30 minutes after sunset, unless their permit sets other hours, and DMV publishes no night envelope; overweight-only vehicles that keep up with traffic are not limited to daylight (DMV Rule 14-050-019; CVO-110).
- Weekends: on State highways DMV issues no permit for any Saturday or Sunday to a load over 108,000 lb, over 12 ft wide or over 100 ft long. The text does not bar smaller oversize loads from weekend travel, so their permit sets the days.
- Speed: 45 mph at most on State highways for loads over 90,000 lb, over 10 ft wide, over 13 ft 6 in high or over 75 ft long, and 60 mph on the Interstate.
- Weather: loads 12 ft or more wide or 80 ft or more long may not move in ice, sleet, freezing rain, slush or sticking snow, or when the load cannot be seen from 1/4 mile, and a load that needed an engineering review may not travel in inclement weather at all.
- Busy highways: no fixed rush-hour curfew is published, but the permit may limit hours or days on heavily traveled roads.
- Parking: an oversize load parked away from its origin or destination shows the name and phone number of someone who can move or secure it at any hour.
| Holiday | 2026 date |
|---|---|
| New Year's Day | Thu Jan 1 |
| Memorial Day | Mon May 25 |
| Independence Day | Sat Jul 4 |
| Labor Day | Mon Sep 7 |
| Thanksgiving Day | Thu Nov 26 |
| Christmas Day | Fri Dec 25 |
| Veterans Day (DMV rule web page only) | Wed Nov 11 |
Vermont publishes the holiday rule, not dated 2026 windows, so these dates are our computation. The restriction covers loads over 108,000 lb, over 12 ft wide or over 100 ft long on State highways; DMV's holiday page says the permit office is closed and no movement is allowed on those days, and the Commissioner may restrict moves before and after a holiday too. Veterans Day appears on the DMV Permitting Rules web page but not in CVO-110 or on the holiday page.
Vermont posted roads and town weight limits
Vermont runs no statewide spring weight-restriction calendar. The Agency of Transportation may post State highways during winter thaws, rainy periods or when frost begins to melt, and a DMV permit does not override a posting (DMV Rule 14-050-019; CVO-110); towns post their own class 2–4 highways under 23 V.S.A. 1396. VTrans and DMV published no 2026 posting or lifting dates for State highways. New Hampshire's and Maine's statewide postings are set beside Vermont's town-by-town system in frost laws by state.
- Floors and signs: a posted limit may not go below 20,000 lb on the State system or class 1 and 2 town highways, or below 16,000 lb on other town highways (1396(a), (c)), and it must be signed at each end of the restricted road or on the bridge approaches (1397).
- Town filings: a town limit is unenforceable unless filed with DMV within 3 working days of posting, with the time of year it applies and the local permit contact (1400b), and DMV asks towns to file each year by February 10. The VTrans 'Town Highways & Bridges Weight Restrictions' lookup shows each town's current report; a blank or expired report means no legally posted limits.
- Permits on posted roads: overweight travel on a posted class 2–4 town highway needs the town's permit, and where a town posts State limits, the State limits plus any permit weight apply (1400c). For State highways, DMV CVO answers at 802-828-2064, and VT Haul Pass shows restrictions as it routes.
What catches carriers in Vermont
Town highways carry 24,000 lb
Class 2, 3 and 4 town highways and non-wood bridges carry 24,000 lb gross by statute, and wood-floored bridges as little as 16,000 lb on class 3–4 roads and 20,000 lb on class 1–2, unless the town posts otherwise. A loaded lowboy bound for a farm or quarry on a town road needs the town's permit, because the DMV permit does not cover overweight travel there.
23 V.S.A. 1392(1)-(2), 1400a, 1400c
Engineering inspections take time
On State and Interstate highways a load 15 ft or more wide, more than 100 ft long, more than 14 ft high or 150,000 lb or more needs an engineering inspection, which can take up to 10 working days and costs $800 to $10,000 by weight. An approved inspection stays valid for 6 months for the same or a smaller load on the approved route, so repeat moves can reuse it.
CVO-110 (Superloads/Engineering Inspections); 23 V.S.A. 1402(a)
No weekend permits past 12 ft
A load over 12 ft wide, 108,000 lb or 100 ft long gets no Saturday or Sunday permit on State highways, so a Friday pickup that cannot reach its delivery by Friday's sunset window parks until Monday.
DMV Rule 14-050-019; CVO-110
Another state's sign can pass
Vermont's load sign reads OVERSIZE LOAD, at least 7 ft long by 18 in high, its 10 in letters drawn with a 1 1/4 in stroke, fixed to the front-most and rear-most points, but DMV also accepts 'a similar sign that is allowed in other states'; our load sign wording other states accept table shows what that can mean. Flags at least 18 in square in bright red or orange go on all four corners, and the sign is covered or removed whenever the truck is not making an oversize move.
DMV Rule 14-050-019; CVO-110 (Signs, Flags/Lights)
Blanket envelopes, direct routing and overlength rules
Three CVO-110 rules shape larger Vermont moves after the engineering thresholds above: the blanket-permit envelope, the direct-route requirement and the 75 ft overall limit off the National Network.
Blanket-permit envelope
Blanket permits take loads as wide as 12 ft 6 in when 75 ft long or less, 10 ft 6 in wide when over 75 ft up to 100 ft, and 14 ft high, with single vehicles to 46 ft. Overhang may not exceed one-third of the load's length, and mobile and modular homes get a 6 in eave allowance. The $275 low-bed blanket allows 108,000 lb on a trailer combination to 75 ft long and 12 ft 6 in wide (1402(e)).
Direct routing
Vermont considers a route that is not the direct route through the state only when another state on the direct route has denied the load for inadequate routes and the carrier holds the signed denial letter. Higher permit fees in another state are not a reason (CVO-110).
Overlength off the National Network
A 53 ft semitrailer combination has no overall length limit on the Interstate, designated federal-aid primary highways and roads within 1 mile of the Interstate (1432(e)). Away from those roads a combination over 75 ft needs the $34 overlength trip permit (1402(b)(1)), and the US 4 corridor from the New Hampshire line to VT 100S is held to 68–72 ft.
Weight screening before engineering
DMV handles requests up to 150,000 lb itself only when every dual-wheel axle carries 20,000 lb or less and the single-wheel steering axle 12,000 lb or less. A 140,000 lb load spread so that no axle passes those figures stays within DMV screening; one that does not is denied or sent to engineering review (DMV Single Trip Permit page; CVO-110).
Crossing into a neighboring state
- West into New York: every escort on a New York permit must hold New York certification whatever its home state, so an escort that ran the Vermont leg needs that certification to keep going, and NYSDOT's $40 Type 1 trip covers state highways only; see our New York oversize permit guide.
- East into New Hampshire: NHDOT's size-only permit costs $6, permits are invalid on weekends outside its 2026 Saturday-morning program, and loads over 14 ft wide need two State Police escorts, as our New Hampshire oversize permit rules explain.
- South into Massachusetts: a MassDOT OASIS trip costs a flat $40, and on the Turnpike two pilot cars run front and rear from just over 13 ft 6 in wide; the Massachusetts overweight and oversize permits page covers the tunnels and holidays, and the oversize load checker runs a load against the Massachusetts and New York triggers.
Vermont oversize permit questions
How much are Vermont permit and inspection fees?
$48 for a single-trip overweight, overwidth, indivisible-overlength or overheight permit, valid 7 business days (23 V.S.A. 1402(a)). A vehicle with a trailer over 75 ft long pays $34 for a single overlength trip, a blanket permit is $135, and an annual low-bed trailer blanket is $275 per unit. Loads that need an engineering inspection add $300 to $10,000, depending on the load type and weight.
What triggers a pilot car in Vermont?
At 12 ft wide, 80 ft long or 15 ft of overhang, one escort is required: ahead of the load on undivided highways and behind it on divided ones. The Commissioner may add escorts or police escorts at discretion, since Vermont publishes no second-escort or height triggers. Escort drivers need no Vermont certification, but the vehicle needs an amber light above its roofline, a two-way radio and an OVERSIZE LOAD sign.
Which Vermont loads are barred from weekend travel?
Smaller ones can, when the permit allows. On State highways DMV issues no Saturday or Sunday permits for loads over 108,000 lb, over 12 ft wide or over 100 ft long, and the same loads may not move on the listed holidays. A load inside all three figures is not barred from weekends by the rule, so its permit sets the travel days.
What is VT Haul Pass?
VT Haul Pass is the Vermont DMV's online oversize and overweight permit system, which also handles after-hours emergency moves and shows road and bridge restrictions while it routes the permit. The CVO-110 booklet dated 07/2022 still describes fax and permit-service applications, but DMV now directs carriers to the online system. Questions go to Commercial Vehicle Operations at 802-828-2064.
When does a Vermont load need an engineering inspection?
On State and Interstate highways at 15 ft or more wide, more than 100 ft long, more than 14 ft high, or 150,000 lb or more (CVO-110). The review can take up to 10 working days and stays valid for 6 months for the same or a smaller load on the approved route. Fees run from $800 for loads under 150,000 lb to $10,000 over 250,000 lb (23 V.S.A. 1402(a)).
Does Vermont have spring frost laws?
Not as a statewide calendar. The Agency of Transportation may post State highways during thaws and towns post their own roads, at limits no lower than the statutory floors of 20,000 lb or 16,000 lb (23 V.S.A. 1396), and a DMV permit never overrides a posting. Town limits must be filed with DMV to be enforceable, and the VTrans lookup shows each town's current report.
Do Vermont town roads need a separate overweight permit?
On class 2, 3 or 4 town highways, yes: the municipality issues it (23 V.S.A. 1400a), and DMV keeps a list of each town's permit contact. DMV's own permit covers only oversize moves within blanket dimensions on those roads. Unless a town posts State limits, its class 2–4 highways carry just 24,000 lb gross.

Moving equipment to a Vermont town road or job site?
Town weight limits, posted spring roads and the 12 ft weekend rule decide when a Vermont load can move. Send the dimensions, axle weights and delivery address, and we will find the town's permit contact and order the VT Haul Pass permit around them.
