Rhode Island Oversize and Overweight Permits
RIDOT OSOW portal permits, where the 2022 statute and the 2002 rule disagree, escort and curfew triggers, and the RITBA bridge permits
Quick answer
Where do carriers apply for a Rhode Island oversize permit?
Apply in RIDOT's OSOW Permit Portal, which auto-routes single trips. A non-divisible single-trip permit costs the $40 statutory fee plus a $4.50 processing fee and is valid 5 days, including the trip date (R.I. Gen. Laws 31-25-21). It covers RIDOT-maintained routes only: city and town streets need local permits, and the Newport Pell and Mount Hope bridges need a separate RITBA permit.
Updated October 2026 by the HTS Logistics broker team (FMCSA MC# 1178470).
Checked October 2026; the issued permit controls
Rhode Island's permit rules sit in three documents that do not agree: the statute, amended in 2022 (R.I. Gen. Laws 31-25-21); the 2002-era rule 290-RICR-40-00-1, refiled in January 2022 with no text changes; and RIDOT's current OSOW FAQ. Where they split on fees, escorts, curfews and weekends, this page shows which source says what, and the issued permit decides. Neighboring states' rules are in our oversize permits by state guide.
On heavy haul moves into Rhode Island, HTS Logistics (broker, MC 1178470) books a carrier and orders up to two permits: RIDOT's, then the Rhode Island Turnpike and Bridge Authority permit when the route crosses Narragansett Bay on the Newport Pell or Mount Hope Bridge, which RITBA wants at least 2 business days before the crossing. The I-195 Washington Bridge in Providence is the other early check, because RIDOT's two current notices disagree on whether oversize loads may use it.
Legal limits in Rhode Island
Rhode Island allows a 53 ft semitrailer only on the Interstate and RIDOT-designated routes, with 48 ft 6 in elsewhere and a 41 ft kingpin-to-rear-axle limit (31-25-6), and leaving an approved 53 ft route costs $500 to $1,000. Its size fines are steep: $100 per inch over width, $500 per inch over height and $200 per foot over length or overhang (31-25-3 to 31-25-7).
| Limit | Rhode Island | Federal baseline | Notes |
|---|---|---|---|
| Width | 8 ft 6 in | 8 ft 6 in (102 in) on the National Network | 102 in; appurtenances are excluded only on motorized campers and camping RVs (31-25-3) |
| Height | 13 ft 6 in | No federal limit | 162 in (31-25-4); RIDOT typically wants a route survey above this on non-Interstate routes |
| Semitrailer length | 53 ft | States must allow at least 48 ft | Interstate and designated routes; 48 ft 6 in elsewhere; 41 ft kingpin; single vehicle 40 ft by statute, though RIDOT's FAQ lists over 45 ft as its permit trigger |
| Gross weight | 80,000 lb | 80,000 lb | Federal Formula B capped at 80,000 lb (31-25-14); annual divisible-load permits allow up to 104,800 lb on 5+ axle tractor combinations |
| Single axle | 22,400 lb | 20,000 lb | An axle is wheels within 40 in (31-25-13); $125 per 100 lb over axle limits |
| Tandem axle | 36,000 lb | 34,000 lb | Axle spacing up to 8 ft (31-25-14(a)); 36,000 lb is also the tandem figure used inside the bridge formula |
Federal baseline: 23 CFR Part 658, eCFR as of 2026-10-14
When Rhode Island requires a permit and how to get one
RIDOT's Oversize & Overweight Division issues permits under R.I. Gen. Laws 31-25-21 to 31-25-24 through the OSOW Permit Portal, a ProMiles system that auto-routes single trips. The 2002-era rule text and RITBA's web page still name the Division of Motor Vehicles as the issuer, but RIDOT's office is the current one, and its permits are effective only on RIDOT-maintained routes (290-RICR-40-00-1.4.9(A)).
Loads beyond the New England Transportation Consortium limits are extra-large moves, applied for at least 5 working days ahead for engineering route checks (1.3(C), 1.4.16(B)). Under RIDOT's FAQ a route survey is required at 14 ft high or more and typically over 13 ft 6 in off the Interstate, and a load of 200,000 lb or more may need an independent third-party analysis of every structure on the route at the applicant's cost.

Fees
| Permit | Fee |
|---|---|
| Single trip, non-divisible load (5 days, including the trip date) | $40 plus a $4.50 processing fee for subscriber or card applications |
| Annual blanket: non-divisible construction equipment, boats or marine assets | $400 plus $12 (subscriber) or $20 (card) |
| Annual divisible load (overweight only), Rhode Island-registered vehicle | Included in registration |
| Annual divisible load, out-of-state trailer | $100 flat |
| Annual divisible load, out-of-state single-unit truck | $50 per 1,000 lb over legal, up to $1,500 |
| Annual divisible load, out-of-state tractor | $50 per 1,000 lb over legal, up to $1,250 |
| Divisible permit transfer | $10 |
| Divisible permit processing | $12 subscriber; 2% of the fee plus $12 by card |
Divisible-load permits run April 1 to March 31 and are not prorated. 290-RICR-40-00-1.4.4 still prints the pre-2022 $20 trip fee and $100 blanket fee; the statute's $40 and $400 control.
| RITBA permit | Fee |
|---|---|
| Overwide load | $40 |
| Overweight, 80,000–130,000 lb (Newport Pell only) | $40 |
| Overweight, 130,001 lb and over (Newport Pell only) | $300 |
| Annual blanket for a company fleet, generally up to 12 ft 4 in wide | $400 |
| Card payment; unpaid after 30 days | 3% charge; $25 fee |
RIDOT takes credit cards, or an escrow account funded by card, ACH or check (RIDOT FAQ). RITBA's fees go to the Authority, which asks for proof of the state permit with the bridge application (290-RICR-40-00-1.4.9(B)).
Escort and pilot car rules in Rhode Island
Rhode Island publishes escort triggers in two places that disagree on length and height: the 2002-era rule (290-RICR-40-00-1.5.4) and RIDOT's current FAQ, the newer operating document. Neither requires escort-driver certification, unlike some states on our pilot car rules state by state page, and the permit reviewer may add an escort to any load.
| Load | Rule (290-RICR-40-00-1.5.4) | RIDOT OSOW FAQ |
|---|---|---|
| Width | None under 12 ft; 1 escort from 12 ft to 14 ft 6 in; 2 escorts over 14 ft 6 in | Escorts at 12 ft wide or more; the reviewer may add one to a narrower load |
| Length | None under 80 ft; 1 escort from 80 to 90 ft; 2 escorts over 90 ft | Escorts at 85 ft long or more |
| Height | No height trigger | Escort over 13 ft 6 in high |
| Overhang | 1 escort at 15 ft or more; none under 15 ft with proper flags | Escort at 15 ft of overhang |
The permit states which escorts apply. For an 80 to 85 ft load, where only the rule calls for an escort, we plan for one until the issued permit says otherwise.
| Load | Escort requirement |
|---|---|
| Single escort placement | Ahead of the load on undivided highways, behind it on divided highways (1.5.4(A)) |
| Rear overhang of 15 ft or more on a two-lane undivided highway, with the load 12 ft wide or more | 2 escorts (1.5.4(A)(3)) |
| Building moves | 2 escorts plus a police escort from each city or town on the route (1.5.4(A)(4)) |
| Intrastate crane moves 12 ft wide or more | 2 escorts (1.5.4(A)(5)) |
| Two or more oversize loads in the same direction | At least 1,000 ft apart (1.5.5) |
| Newport Pell and Mount Hope bridges | RITBA decides any escort, speed, lane or timing condition, and the applicant supplies the escort |
Escort vehicles are at least compact-car size, keep visual and two-way radio contact with the load, run low beams and flashing yellow lights above their highest point, and carry an OVERSIZE LOAD sign no smaller than 5 ft by 12 in, lettered 10 in high, front or rear as their position requires (1.5.2(A)(2), 1.5.3(B)).
Travel times, curfews and holidays
Most permitted vehicles move on designated routes from 30 minutes before sunrise until 30 minutes after sunset (290-RICR-40-00-1.5.8(A)). Overweight-only envelope vehicles that keep up with traffic are not held to daylight, and annual blanket permits for construction equipment, boats and marine assets are valid day and night on state highways (31-25-21(e)).
- Rush hours: the statute keeps vehicles wider than 8 ft 6 in, longer than 80 ft or heavier than 130,000 lb off freeways and arterial roadways 7–9 AM and 3–7 PM, Monday–Friday (31-25-21(f)(1)). RIDOT's FAQ applies the curfew from 10 ft wide, on the time-restricted routes of its 'Rush Hour & 53 Ft Semi-Trailer Routes' map, so the two differ for loads between 8 ft 6 in and 10 ft wide.
- Weekends: the rule bars moves from sunset Friday to sunrise Monday unless the permit says otherwise (1.4.15(A)), and consortium permits run Monday–Friday only (1.5.7). The statute, the FAQ and the Permit Types sheet list no general weekend ban, and current RIDOT pages do not say whether the rule's ban is still enforced, so the permit's dates decide.
- I-195 and northern I-95 windows: mobile and modular homes over 12 ft wide, construction equipment over 13 ft wide and cranes travel only from sunrise to 7 AM and 9 AM to 3:30 PM on all of I-195 and on I-95 from the Massachusetts line to Route 37 (1.5.8(B)).
- Washington Bridge (I-195, Providence): where oversize crossings are allowed, they are requested for 11 PM–5 AM on Sunday, Monday or Wednesday nights (OSOW portal notice); see the pitfalls below.
- Weather: travel is always subject to weather and road conditions (31-25-21(f)), and no permitted vehicle moves in hazardous weather or visibility (1.5.9).
| Holiday (2026 date) | No permitted travel |
|---|---|
| New Year's Day 2026 (Thursday Jan 1) | Day and night, plus the night of Wed Dec 31, 2025 |
| Martin Luther King Jr. Day (Monday Jan 19) | Sat Jan 17 to Mon Jan 19, day or night |
| Easter (Sun Apr 5) | Saturday night and Sunday by statute; RIDOT's FAQ says no Saturday or Sunday travel |
| Memorial Day (Monday May 25) | Sat May 23 to Mon May 25, day or night |
| Juneteenth (Fri Jun 19) | Not in the statute; RIDOT's FAQ adds it to the no-travel-that-day-or-the-night-before group |
| Independence Day (Sat Jul 4) | Day and night, plus the night of Fri Jul 3 |
| Victory Day (Monday Aug 10) | Sat Aug 8 to Mon Aug 10, day or night |
| Labor Day (Monday Sep 7) | Sat Sep 5 to Mon Sep 7, day or night |
| Columbus Day (Monday Oct 12) | Sat Oct 10 to Mon Oct 12, day or night |
| Veterans Day (Wed Nov 11) | Day and night, plus the night of Tue Nov 10 |
| Thanksgiving (Thu Nov 26) | Wed Nov 25 through Sun Nov 29 |
| Christmas (Fri Dec 25) | Day and night, plus the night of Thu Dec 24 |
RIDOT publishes no dated 2026 holiday calendar, so these dates are our computation from the statute's rules; the Juneteenth row and the stricter Easter reading come from RIDOT's FAQ. The rule's older holiday list (1.4.15) differs again, so check the dates printed on the permit.
Seasonal weight limits in Rhode Island: local postings only
Rhode Island has no statewide frost-law or spring-thaw program, and no RIDOT page carries a seasonal posting list. Instead, cities and towns may bar vehicles or cut weights on their own highways for up to 90 days in any calendar year if thaw damage, rain, snow or other weather would seriously harm them, and a town restriction takes effect when it is signed at each end of the restricted stretch (R.I. Gen. Laws 31-25-25). For states that do run spring programs, see frost laws by state.
- State highways: the state traffic commission may set weight limits on state highways by resolution and signs (31-25-27(a)), and RIDOT or a local authority may write seasonal or time limits into a permit (31-25-23(a)), so a seasonal condition printed on the permit is binding.
- Checking a local leg: because a town restriction depends on its posted signs rather than a published calendar, a late-winter delivery on town streets starts with a call to that town's public works office to ask whether its roads are posted.
What catches carriers in Rhode Island
Mount Hope Bridge: 60,000 lb, no exceptions
RITBA caps the Mount Hope Bridge at 60,000 lb (30 tons) gross with 'No Exceptions', and anything wider than 8 ft 6 in needs both the state permit and a RITBA permit. A heavier load needs another route; the Newport Pell takes up to 160,000 lb with a RITBA permit.
RITBA Overweight & Overwide page
Two answers on the Washington Bridge
RIDOT's Statewide Truck and Bridge Restrictions page lists the I-195 Washington Bridge at 48 tons (96,000 lb) with 'no oversize vehicles' until about December 2028, while the OSOW portal notice says oversize vehicles can now request crossings 11 PM–5 AM on Sunday, Monday or Wednesday nights, with the time on the permit and emailed to [email protected]. We confirm with the permit office before routing any wide load through Providence on I-195.

Signs come off at delivery
Once the oversized load is delivered, its OVERSIZE LOAD signs must be removed or covered so they cannot be seen (1.5.2(B)). The load sign measures at least 7 ft by 18 in, lettered 10 in high in black on yellow, on the front of the truck and the rear of the load, and an over-width load flies 2 to 6 red or orange flags at least 18 in square at its widest points; our sign removal and flag rules by state table shows how other states handle both.
290-RICR-40-00-1.5.1, 1.5.2
Blanket permits skip two bridges and work zones
An annual blanket permit is not valid over the Blackstone River Viaduct 750 on I-295 or the Kingston Road Bridge 403 on I-95, and blanket loads may not travel through lane-width reduction zones. RIDOT's construction list, checked Oct 17, 2026, includes a 10 ft limit on Route 37 in Cranston and 10 ft 6 in on the I-95 southbound CD road under Route 10 through Dec 31, 2026.

RITBA bridges and the old Jamestown rule
The Rhode Island Turnpike and Bridge Authority (RITBA) runs the Newport Pell, Mount Hope and Jamestown Verrazzano bridges. For the first two it requires its own permit, in addition to the state permit, for any overweight or overwide crossing (RITBA; 290-RICR-40-00-1.4.9(B)).
Applying to RITBA
Apply at least 2 business days before the crossing by email to [email protected] or by fax to 401-423-0830 (office 401-423-0800). Every overweight and overwide load uses the right lane and the far-right toll lane, the driver calls RITBA operations at 401-423-0803 30 minutes before arriving, and blanket holders call 24 hours ahead to check for lane closures. RITBA's page still gives a 55 ft semitrailer limit and names the DMV as the state issuer; the statute says 53 ft, and RIDOT now issues.
Newport Pell Bridge limits
80,000 lb without a permit and 160,000 lb at most with one; vehicles over 26,000 lb keep to the right lane; permitted height tops out at 15 ft 6 in. The far-right toll lane clears 14 ft 10 in curb to curb eastbound and 13 ft 11 in westbound, the bridge's travel lane is 11 ft 6 in beside a 10 ft 6 in passing lane, and the steepest grade is 4.8%. Heavier axles are allowed only when escorted at 10 mph or less with traffic held 500 ft back, and crossings may be kept outside 6:30–9 AM and 3:30–6:30 PM on weekdays.
Jamestown Verrazzano Bridge
Loads up to 80,000 lb cross without a state permit, heavier ones need the state permit, and RITBA lists no permit of its own. Rule section 1.4.22, which makes police halt traffic for loads over 9 ft wide on a 22 ft roadway, was written for the old Jamestown Bridge that the Verrazzano replaced, though it remains in the text.
Wind on the RITBA bridges
Sustained winds or gusts over 50 mph for 15 minutes bar high-profile vehicles, box trucks, trailers, house trailers and RVs (Level 1); over 60 mph RITBA's list of vehicles still allowed is cars, pickups, flatbed trailers and buses (Level 2); over 70 mph a bridge may close. The State Police and RITBA can also restrict or close crossings for snow and ice.
Building moves and regional permits
Building moves run Tuesday through Thursday only, with 7 days' notice, a local building permit and a police escort (1.4.18). Rhode Island also adopted the New England Transportation Consortium's multi-state permit procedures (1.6.1), so a load inside the consortium envelope can cross on the regional permit.
Crossing into a neighboring state
- West into Connecticut: CTDOT's single trip is $30 plus a $12 electronic transmittal fee, escorts start just over 12 ft wide, and its daylight window runs from a half hour after sunrise to a half hour before sunset, two hours shorter than Rhode Island's. Its escort tiers are on the Connecticut oversize and overweight permits page.
- North and east into Massachusetts: MassDOT's flat $40 trip fee matches Rhode Island's statutory fee, loads over 130,000 lb become $300 super loads, and on the Turnpike the first pilot car follows from just over 12 ft wide; see our Massachusetts oversize permit rules.
Rhode Island oversize permit questions
Is the Rhode Island trip permit fee $20 or $40?
The statute sets $40 for each non-divisible single-trip permit (R.I. Gen. Laws 31-25-21(c)), and RIDOT adds a $4.50 processing fee for subscriber or card applications. An annual blanket permit for construction equipment, boats or marine assets is $400 plus processing. The older rule still prints $20 and $100, but the 2022 statute controls. Crossing the Newport Pell or Mount Hope Bridge adds a RITBA permit, from $40.
When is an escort required in Rhode Island?
At 12 ft wide under both the rule and RIDOT's FAQ: one escort ahead of the load on undivided highways and behind it on divided ones, then two over 14 ft 6 in wide under the rule. On length they differ: the rule adds one escort from 80 ft and two over 90 ft, while the FAQ says 85 ft. The FAQ also adds an escort over 13 ft 6 in high. No escort-driver certification is required.
Does Rhode Island still ban weekend oversize moves?
It depends on the permit. The 2002-era rule bars moves from sunset Friday to sunrise Monday unless the permit says otherwise, but the 2022 statute, RIDOT's FAQ and its Permit Types sheet list no general weekend ban. Holiday weekends are clearer: for Memorial Day, Labor Day, Victory Day, Columbus Day and MLK Day the statute bars Saturday, Sunday and Monday travel.
Do I need a separate permit for the Newport Pell Bridge?
Yes. RITBA requires its own permit, on top of the state permit, for any overweight or overwide crossing of the Newport Pell or Mount Hope Bridge, applied for at least 2 business days ahead at [email protected]. The Pell takes up to 160,000 lb with a permit; the Mount Hope stops at 60,000 lb with no exceptions. Drivers call RITBA operations at 401-423-0803 30 minutes before arriving.
What are Rhode Island's rush-hour restrictions for oversize loads?
No travel 7 to 9 AM or 3 to 7 PM on weekdays on freeways and arterial roads. The statute applies that to loads over 8 ft 6 in wide, 80 ft long or 130,000 lb; RIDOT's FAQ starts the width trigger at 10 ft and points to its Rush Hour and 53 Ft Semi-Trailer Routes map. Wide mobile homes, construction equipment over 13 ft wide and cranes have tighter windows on I-195 and northern I-95.
Can a wide load cross the Washington Bridge in Providence?
Possibly, at night. RIDOT's restrictions page says the I-195 Washington Bridge is limited to 48 tons and takes no oversize vehicles until about December 2028, but the OSOW portal now says oversize vehicles may request a crossing between 11 PM and 5 AM on Sunday, Monday or Wednesday nights, with the time on the permit. Confirm with the permit office at 401-563-4582 before planning on it.
